Job Description

In this role, you will have the opportunity to influence and further develop Region Östergötland's strategic HR work through proactive leadership, professional support, and collaboration with both trade unions and operations. Responsibilities
The negotiation manager manages, directs, and develops employer policy, which includes the development of wage formation, agreements, and conditions. The role includes ensuring a cohesive direction, interpretation, and application regarding the region's employer policy and laws, agreements, and regulations within labor law.
As a negotiation manager, your task is to independently represent Region Östergötland in central negotiations and discussions.
- You lead the work on conditions and wage formation issues.
- You are an advisor and expert in labor law matters.
- You drive and develop processes within your area.
- You are responsible for training initiatives within wage formation and labor law in the organization.
Presentations in management groups and political bodies occur. You represent Region Östergötland in contacts with the Swedish Association of Local Authorities and Regions and other employer representatives both within regions and other organizations.
The negotiation manager's responsibilities include the following areas/processes:
- Wage formation and wage review process, conditions issues, labor law, rehabilitation process with work-oriented rehabilitation, transition, pension issues from a strategic perspective, union relations, and collaboration.
- As the operational manager for the region's common HR function, you are part of the HR director's management team along with the operational managers for Operational HR and HR Education, with the goal that the development of HR work contributes to strategic shifts and the organization's goals.
- You are the manager of the unit managers for the HR specialist unit, Negotiation unit, and Salary and Pension unit, as well as four HR strategists. You are responsible for the unit's mission, finances, and work environment.

Qualifications
- We are looking for someone with education in HR or another academic qualification that the employer deems equivalent.
- You have at least five years of negotiation experience in labor law and wage formation within the public sector and feel confident in other HR areas.
- You have a very good ability to communicate in Swedish, both spoken and written.
- We consider it an advantage if you have experience as a negotiation manager or negotiator in a larger public organization and have previous managerial experience.
- It is advantageous if you have experience from a politically governed organization.
As a person, you are secure, stable, and structured.
You take responsibility for your task and have the courage to act based on your convictions and collaborate before decisions.
You communicate clearly and ensure that your message is received. You create contacts and maintain relationships.
You have a good ability to see how your role and actions affect others in the organization and prioritize the organization's best interests in decisions.
